We, Chairpersons of the Parliaments of the Azerbaijan Republic, Georgia, Republic of Moldova and Ukraine,
Taking into account the supreme significance of cooperation within the GUAM framework;
Willing to promote its further development in the interests of the peoples of the Azerbaijan Republic, Georgia, Republic of Moldova and Ukraine;
Recognizing that cooperation within the GUAM can contribute to the strengthening of sovereignty, independence, territorial integrity of the GUAM Member States, facilitate peaceful conflict settlement and improve living standards of their peoples;
Aspiring to the further development of cooperation within the GUAM in the political, economic, legal and other spheres;
Considering that an essential input into the development and enhancement effectiveness of the cooperation is the joint activity of the Parliaments of the GUAM Member States directed to approximation of their national legislations and creation of appropriate mechanisms for its successful implementation;
Reaffirming the adherence to the principles of cooperation stipulated by the Yalta Charter of the GUAM (June 7, 2001),
have agreed on the establishing of a parliamentary body comprising parliamentarians of the Member-States:
to further consolidate the principles of democracy and the rule of law, to secure the respect of the basic human rights and freedoms and to develop the market economy in the GUAM countries;
to develop friendly relations and collaboration among the Parliaments of the GUAM countries;
to facilitate social and economic progress, expand commercial and economic ties, to develop and effectively employ the transportation and communication ways;
to strengthen regional security, to fight against global terrorism, organized crime and illegal drug circulation;
to deepen collaboration in scientific, cultural and humanitarian spheres;
to develop the legal basis for cooperation within the GUAM;
to assist implementation of the decisions taken by the Heads of the GUAM Member States;
to promote interaction of parliamentarians of the GUAM Member States in various structures of inter-parliamentary cooperation,
on calling this body the "GUAM Parliamentary Assembly" (GUAM PA) as well as have considered and approved the "GUAM PA Rules of Procedure".
